Steve Davis is the Founder, and a Principal, of DavisLogic and
All
Hands Consulting. All Hands provides Disaster, Emergency
Management, and Business Continuity Services to both the public and private
sectors.
Steve's
background provides him with a
unique perspective and knowledge base to bring to business continuity and
emergency management issues.
Steve has thirty-four years of experience in a
variety of fields related to continuity and emergency management. Steve served in uniform for
16 years as a Firefighter,
Paramedic, and Command Officer until moving into public administration.
Beginning in 1986, Steve served as Executive Director for the Montgomery
County Maryland Fire and Rescue Commission, Administrator of the County
Health Department, and as a Manager in the Office of Management and Budget
responsible for technology, including Year 2000 Risk Management.
Steve has managed a number of large projects, developing new
applications and implementing enterprise resource planning and budget
systems as well as managing emergency management, homeland security and
continuity projects. In the
mid-nineties, while he was responsible for technology budgeting and
planning, he led efforts to develop Y2K project and risk management
methodologies. Steve published a comprehensive Year 2000 Best Practices Plan
for both the Montgomery County and the Metropolitan Washington Council of Governments.
He co-authored a popular Y2K resource, Y2K Risk Management, in 1998.
Steve has been consulting on continuity of operations (COOP), disaster
recovery, command center operations, emergency management, and homeland
security since 1995. Steve is a well-known expert in the field, he has
authored two books, provided over sixty presentations, and published over
twenty articles on emergency management, emergency operation centers,
continuity programs, and related topics.
Steve was a founding member of the
International Year 2000 Taskforce, the Computer Professionals for Social
Responsibility Year 2000 Working Group, and was a volunteer expert with the
International Cooperation Center.
Steve developed
All
Hands Consulting, a unique consortium of over 350 emergency management,
homeland security, and business continuity practitioners, in early 2000.
All Hands clientele include Fortune 500 and smaller companies
representing a diverse array of industries, as well as federal, state, and
local governments.
All Hands recently completed a business continuity planning project with
Lockheed Martin Aeronautics and Steve is currently managing the City of
Miami Urban Area Security Initiative Project, providing subject matter
expertise and planning support for homeland security, emergency management
and COOP. Mr. Davis previously consulted with the Executive Office of
the President, providing COOP planning.
Steve is very active in the business continuity and emergency management
community. He is currently a member of the International Association
of Emergency Managers and serves on their Public-Private Partnership
Committee. He is a member of BICEPP,
the Business and Industry Council for Emergency Preparedness; a member of
the Howard County Maryland Local Emergency Planning Council; and, he is a
member of the Private & Public Businesses, Inc., a partnership in
emergency management and disaster recovery planning.
Mr. Davis also is the creator of the All
Hands Community, at All-Hands.net.

professionals.
Steve holds a Bachelor Degree in Fire Service Management and a Masters
Degree in Public Policy from the University of Maryland, College Park.
Steve has given over 60 presentations at conferences,
workshops, and seminars in North America, Europe, and Asia. Topics include
business continuity, risk management, disaster preparedness, and command
center operations.
