CAREER SUMMARY 1995 to Present - Principal, DavisLogic, Inc. and All Hands Consulting Principal Consultant and Business Director. Focused on emergency management, homeland security, and business continuity issues. Activities include preparing continuity of operations (COOP) and disaster recovery plans, providing comprehensive emergency management services, designing and implementing command center software, conducting table top exercises, and evaluating software products. Currently Project Manager for the Miami Urban Area Security Initiative (UASI), a multi-year, multi-million dollar, homeland security project spanning a four county area of South Florida. 1994 to 1998 - Manager, Office of Management and Budget, Montgomery County, Maryland Manager responsible for the fiscal policy and technology efforts of the County with special emphasis on: the Year 2000 Problem, fiscal projections and planning, major application development and implementation projects, and management of special budget and policy issues. Lead efforts to implement new budget system. Lead effort to be first County to publish the budget on the Internet and CD-ROM. Dealt with complex public policy issues. Represented the County Executive before the County Council and budget and management issues. 1991 to 1994 - Administrator, Health Department, Montgomery County, Maryland Directed the administrative activities of this large human service department; was responsible for all aspects of budget, financial, human resource, contract, and logistics; resolved difficult labor issues; monitored efforts to increase revenues and productivity of clinical operations; and lead efforts to find innovative methods of providing services. Served on numerous quality improvement and other special groups including the effort to reorganize Health and Human Service functions. Worked to develop and implement several public/private partnerships including the Care for Kids program. Directed the activities of an eight member staff
that prepared and administered a $657,000 operating budget; prepared,
reviewed, and monitored Operating and Capital Budgets of the fire and
rescue corporations totaling $80 million; drafted legislative acts,
regulations, plans, and resolutions; prepared analysis and discussion
papers; and operated various programs and data collection efforts.
Developed, monitored, and analyzed policies and procedures in areas of
emergency operations plans, budget, personnel, procurement, and field operations. Represented the
Commission before elected officials, the public, and County departments on
various policy issues. Served on the Emergency Management Senior Staff
Group, drafted emergency operations plans and policies. Developed
County's first integrated incident command system.
1970 to 1987 - Fire and Rescue Services Held a variety of career and volunteer positions in the fire and rescue services in Ocean City and Montgomery County, Maryland. Positions included paramedic, firefighter, Sergeant, Lieutenant, and Shift Commander. Achieved certification as a firefighter, officer, instructor, Emergency Medical Technician, and Paramedic. Trained in hazardous materials, practical rescue, search and rescue, truck company operations, and incident command. Received numerous awards and citations.
